TENDER & CONTRACTS 

Tenders are invited from suppliers / contractors registered with the Ministry of Finance (MOF) and Construction Industry Development Board Malaysia (CIDB) for supply / work as follows:- (CIDB) is a must.

Tender Fee Payment 

1. Tender should be made via online payment. Kindly refer to the userguide for online payment here: (input guidelines on online payments)

Payments made are not refundable.

Tenderers are required to produce the original certificate of registration and photocopy with MOF and CIDB when buying the tender documents.

Kumpulan Powernet Berhad does not bind itself to accept the lowest or any tender nor to assign any reason for the rejection of any tender nor will it be responsible for any cost incurred by the tenderers.

All existing Reneuco vendors who wish to charge Reneuco with SST must send a copy of Royal Malaysian Customs Department letter to Reneuco Vendor Registration Unit by e-mail to (scm@kpower.com.my).


PROCUREMENT PROCESS

TENDER AND QUOTATION

BID CURRENCIES 

Generally, all bids for local tenders shall be in Ringgit Malaysia (RM). Bids for international tender shall be in RM, or in the currency of the country where the finished products or services are imported from, or in any other currency deemed appropriate by Reneuco. Tenderers shall state clearly in their tender submission the currencies for their bids.

TENDER SECURITY 

Tender Security is required for all International Tender and shall be submitted in Ringgit Malaysia (RM) and in the form of a Cashier’s Order, a Bank Draft, or a Bank Guarantee issued by a locally domiciled bank including the offshore bank (Labuan) in Malaysia.

REJECTION OF TENDER/ QUOTATIONS  

A tender/quotation shall be rejected at the tender opening stage when:

  • The tender is submitted after the specified date and time of closing or submitted to a wrong address

  • The Tender Bond, where applicable, is not attached

  • The Letter of Tender/ Agreement (for FIDIC contract) is not duly filled in

  • The tender is not submitted using the original tender documents

  • Non-compliance to any instruction in Instruction to Tenderer (ITT) or Reneuco requirements

WITHDRAWAL OF TENDER/ QUOTATION 

Tenderers who withdraw within the tender validity period after the tenders have been opened may be subjected to penalties as specified in the tender documents such as blacklisted from participating in Reneuco future procurement exercises for a period of six (6) months to two (2) years. 

CLARIFICATION OF TENDER/ QUOTATION 

The clarification shall be confined only to the technical proposal submitted in the tender bid. Depending on the tender requirements, tenderers may submit a new financial proposal which should only contain the revision(s) based on the requirements in respect to the clarification of the technical proposal. No technical and financial negotiations are allowed during clarification. 

NOTIFICATION OF AWARD 

The successful tenderer shall be officially notified of the award through a duly executed Letter of Acceptance, Purchase Order (PO), or a contract, clearly defining the scope, terms, and conditions.

PERFORMANCE SECURITY 

Performance Security shall be in the form of a Cashier’s Order, Bank Draft or Bank Guarantee issued by a locally domiciled bank including the offshore bank (Labuan) in Malaysia.

The value of the Performance Security shall be a follows:

  • Works

    • 5% of the contract value

  • Supply of Materials or Services

    • None required for contracts with a value less than RM100,000

    • 2.5% of contract value for contracts with a value of between RM100,000 and RM500,000

    • 5% of the contract value for contracts with a value of more than RM500,000 

PAYMENTS

CURRENCIES 

All payment for local contracts shall be in Ringgit Malaysia (RM). Payment for international contracts shall be in RM, or in the currency of the country where the finished products or services are imported from, or in any other currency deemed appropriate by Reneuco. Tenderers shall state clearly in their tender submission the currencies for their payments.

TERMS

Payment shall be done upon complete acceptance of the goods, works or services, and made in accordance with the payment terms specified in PO/contract including FIDIC contract condition or Reneuco Standard General Condition of Contract.

PROCESS 

Unless otherwise specified in the PO/contract, generally payment shall be made within 30 days from the date of the original and final invoice accepted by Reneuco.

In cases where Certified True Copy invoice is required, contractor/supplier shall specify the following details on the invoice:

  • Full Name and I/C No.

  • Designation

  • Official Company Stamp

  • Acknowledgment on non-receivable of payment for the same supply, works, or services completed

ASSIGNMENT OF PAYMENT

Assignment of payment is only allowed to a licensed financial institution, upon prior approval by Reneuco.

RETENTION SUM 

Where applicable and stated in Reneuco contract, the percentage of retention sum shall be 10% of the contract value. The retention sum amount of 5% of the contract value shall be paid to the contractor after the issuance of Taking Over Certification. The remainder 5% shall be paid after the expiry date of the Defects Notification Period or after the remedying notified defects whichever is later.

VENDOR EVALUATION  

Assessment of vendor and its criteria upon completion of service/work delivery

Reneuco shall track, evaluate and monitor the performance of all suppliers/ contractors to ensure quality products and services are rendered to Reneuco. 

OBJECTIVE 

The objectives of supplier/contractor evaluation are: 

  1. To help Reneuco in identifying competent and good performing suppliers based on suppliers category

  2. To provide important information on suppliers performance in previous contracts during tender evaluation

EVALUATION CRITERIA

Suppliers/ contractors will be evaluated based on approved criteria as follows:- 

  1. Price of material, works, or services

  2. Quality of material, works, or services

  3. Delivery time of material, works, or services

  4. After-sales service/ technical support
